P H Y S I C A L S
By all accounts a decently handsome and normal looking young man of seventeen years, Doug has blond hair worn plainly and raggedly, and intensely blue eyes. A member of the school swim team, he has a lean swimmer's build. But it's not so much his appearance as his posture that defines him.
He is intensely introspective and shy, slouches, and walks from place to place in a quick, driven pace. He wore glasses until recently, when his parents got him contact lenses. At 5'11" he might normally be noticable in a group, but has a way of keeping a low profile and avoiding too much attention.

STRENGTHS: Semi-telepathic and semi-clairvoyant omnilingualism (Intuitively translates any languages he comes into contact with, including written, spoken, computer, or body language).
WEAKNESSES: An almost crippled sense of self, Doug has been the target of bullies for years, and has turned increasingly inward. He finds escape by using his skills to go places on the web few have ever seen. He escapes into movies and books the way a dehydrated man might drink water.
P E R S O N A L I T Y
Despite living in a daily fear of being bullied and humiliated by some of his classmates, Doug clings to a strong sense of hope at the heart of himself. He escapes into the fictional world of movies, and follows the exploits of heroes like Superman and Spider-Man, seeing in them something that he craves... strength and courage.
He is also intensely curious, and has secretly thrilled at having learned 17 languages in the last year. He's snooped around government databases via his computer, and left a signature behind of his invisible online identity, Cypher. Concentric circles, in various patterns and colors.
He deals with other people in a very limited way, worried about saying the wrong thing or making the wrong impression. He wants more in life, but doesn't know how to get it. He's considered using his computer abilities to gain access to bank funds, but has held back so far, feeling it would be hard to stop, and wanting to live up to a higher standard.
He enjoys his solitude, but almost aches at his loneliness. The only friends he had are back in Bludhaven, and his parents suspect there's something different about him and have started to treat him with disapproval and suspicion. Knowing he is a mutant, he doesn't understand why some people would fear and hate him for such a benign power. He has more questions than answers, and is at a very precarious point in his life right now.
B A C K G R O U N D
Doug Ramsey really hasn't experienced much of life outside of his quiet childhood. He was a relatively well-adjusted child who, up until three years ago, would not have stood out from the crowd. Unknown to him at the time, his mutant powers triggered, and he began to comprehend strange languages in passing. His grades improved almost overnight, and he didn't think anything of hiding this change. People started to notice and give him strange looks.
It got bad enough that in his sophomore year, Doug's parents, Philip and Sheila, moved from Bludhaven to Gotham and enrolled him in Gotham Heights high school. The same pattern started emerging again. Eventually, Doug grew a little bolder, and started volunteering at the Bridge center as an interpreter... first Spanish, then Vietnamese, Chinese, Urdu, Arabic, Hindi... when the people at the clinic started asking questions. Feeling uncomfortable with the scrutiny, he retreated behind his computer.
At first his hacking attempts were basic. He learned how to throw coded firewalls up around his own computer to ensure he wouldn't be caught. Then he started browsing top-secret Dept. of Defense computers, the FBI... followed by breaking through China's great firewall, disabling their censorship capabilities for a full three days before they responded to the threat. He started calling himself Cypher, and imagined he was taking on big cyber-villains and weakening them. He joined Anonymous for about one day, then got bored with their antics and moved on.
Now some of his teachers are accusing him of cheating. Some people have even whispered a belief that he is a mutant. His classmates are either shunning him or bullying him, or giving him disturbed looks in the hallway and in classes. He's starting to fear for his life, and has begun to escape even further into his computer and the window it holds to the secret world of the internet. On top of that, he's been attempting to access the United States DOD mainframe again... trying to find out about this mysterious program that kept mentioning mutants like him. To this point, he's still unable to get past the firewall called Master Mold, but the difficulty has only encouraged him to try harder.
